Executive Director

Zanelle Nichols

Zanelle is a seasoned, mission-driven leader with over a decade of experience in strategy
development, operational management, team building, and change leadership. As the
Executive Director of Neuse Enterprises Inc., she is dedicated to advancing the organization’s
mission, diversifying funding streams, and strengthening long-term resilience in the face of
evolving regulations and funding landscapes.
Prior to her current role, Zanelle served as Chief Operations Officer at ECHO, where she
successfully launched an Individual Supported Employment Program, played a key role in
developing two innovative social enterprises, and created sustainable pathways for
transitioning individuals from sheltered workshops to Competitive Integrated Employment.
With more than 20 years of experience in human services, Zanelle has a strong foundation in
supporting individuals with complex needs. Her work has spanned court-ordered
psychoeducational group facilitation, home-based counseling for adults with serious mental
illness, and support services for at-risk youth and families. These experiences have equipped
her with deep insight into human behavior and a strong understanding of best practices for
empowering individuals to reach their full potential.
Zanelle holds a Bachelor’s degree in Psychology from George Mason University and a Master’s
degree in Forensic Psychology from Argosy University.

Human Resources Manager

Marie Krieger

Marie brings a wealth of experience across key HR functions including benefits and leave administration, full-cycle recruitment, employee relations, onboarding, wellness programs and compliance. She is passionate about fostering inclusive workplace cultures and supporting employees throughout every stage of the employee lifecycle. Marie is known for her ability to align HR practices with business objectives while maintaining a strong focus on employee well-being.
Marie currently lives in Jacksonville, NC, and has built a diverse HR career across multiple
industries, including managed service providers (MSPs), manufacturing, biotechnology, private
education, and healthcare. Her versatile background allows her to adapt quickly and deliver
tailored HR solutions that support both employees and organizational goals.
Marie grew up in Vershire, Vermont and later relocated to New Jersey to attend Drew
University, where she earned her Bachelor of Arts in Psychology as a proud first-generation
college graduate. She also holds an MBA with a concentration in Human Resources from SUNY
Empire State University.

Program Services Manager

Annisha Dawson

A compassionate and purpose-driven professional with over 25 years of experience serving the
MH/DD/SAS population, I bring both personal and professional insight to the individuals and
communities I support. I hold a Bachelor’s degree in Criminal Justice and Corrections and a
Master of Science in Criminal Justice from North Carolina Wesleyan University.
Throughout my career, I have held leadership and management roles where I’ve overseen
teams, developed programs, and led with the heart of a servant—always promoting dignity,
independence, and high-quality care. As a servant leader, my passion lies in seeing others
progress and prosper, particularly within the IDD and substance use populations, which are
both personal and professional callings for me.
I am committed to ensuring individuals receive the highest standard of care, and I consistently
strive to make a meaningful impact—one person at a time.

Quality Improvement & Program Integrity Manager

Dawn Phillips

Dawn has been employed with Neuse Enterprises Inc., since March 2021. She has an Associates
of Applied Science Degree in Mental Health. She is also a retired employee of the NC Division of
Prisons where she was a Correctional Programs Supervisor.
As a Correctional Programs Supervisor, she supervised 4 employees; monitored various
programs, jobs, volunteers, and inmates. She was responsible for policies, job descriptions,
reports, documentation, and audits. That role and duties has enhanced her ability to transition
into her role as Manager of Quality Improvement & Program Integrity at Neuse Enterprises Inc.
Dawn’s duties include but are not limited to ensuring all laws, regulations, policies and
procedures are being followed. She manages and ensures audits, reports, licenses, and surveys
are in compliance, completed, and submitted in a timely manner. She develops and implement
any policies as needed to ensure quality improvement and program integrity is being
maintained to prevent ineffective services, fraud, waste, and abuse. She builds and leads teams
that will benefit the participants, staff, community and Neuse Enterprises Inc. She is also
responsible for billing and assist as the backup for various other positions when needed.
She loves working with the staff and participants at Neuse Enterprises Inc., and it makes her day
when “you work at an organization where you are part of a positive team that has ONE goal to
accomplish”. She contributes all of her accomplishments in life to hard work, dedication, and
her Faith.

Vocational Rehabilitation Coordinator

Dona Thompson

Dona Thompson is the Vocational Rehabilitation Coordinator of Neuse Enterprises, Inc.,
a company dedicated to enhancing workforce development for individuals with
disabilities. With a career of 15+ years, Dona displays professional leadership in
employment services, human resource management, and training staff in mental health
awareness and support. She possesses a strong administrative background and
extensive skills in information systems, which allow her to deliver results with precision.
Dona’s talent for effective communication with employers, staff, and community
stakeholders has been instrumental in building trusted partnerships and driving
impactful programs that address workforce needs. Through Neuse Enterprises, Inc.,
she continues to champion professional development and mental health advocacy that
make a lasting difference.

Production Manager

Ann Davis

Ann is a dedicated professional with deep roots in Johnston County and currently resides in
Greenville, NC. She began her journey with Neuse Enterprises Inc. in 1998 as an enclave
supervisor and van driver. Through consistent hard work, reliability, and a strong commitment
to the organization's mission, she has served in many roles including HR Manager and her
current role as Production Manager
In her role, Ann plays an essential part in overseeing the organization’s production and
warehouse operations. She brings a sharp attention to detail and a people-first mindset to a
wide array of responsibilities, including ensuring production demands are met, negotiating new
contracts and managing staff and participants working in the production area. She also provides
critical support to the participants employed at William Barnet & Son, assisting with
timekeeping, leave scheduling, training coordination, and addressing needs as they arise.
Ann also ensures the accuracy of payroll data. In addition, she oversees the organization’s
canteen operations—managing inventory and sales with the same level of care and efficiency
she brings to her production duties. Her dedication, versatility, and passion for the mission
make her an invaluable part of the Neuse Enterprises leadership team.

Facility and Fleet Manager

Jason Pierce

Jason Pierce serves as the Facility and Fleet Manager at Neuse Enterprises, where he oversees the planning, organization, and execution of maintenance, repair, and facility operations. He is responsible for ensuring the safety, functionality, and appearance of company buildings, grounds, and equipment. Jason also leads the Fleet Division, managing vehicle acquisition, preventative maintenance, fleet operations, and routing logistics.
With more than 25 years of experience in the maintenance and construction industry, Jason has a proven record of successfully managing both commercial and residential maintenance projects. Known for his leadership and hands-on expertise, he consistently implements efficient systems that extend equipment life, improve workflow, and promote cost-effective operations.
Before joining Neuse Enterprises, Jason held multiple leadership roles, including Lead Maintenance Technician and Maintenance Director in the Jacksonville/Camp Lejeune and Kinston areas. He is highly skilled in facility operations, grounds management, vehicle maintenance, and team leadership, bringing a strong commitment to quality and reliability in all aspects of his work.
